Memorandum of Understanding Signed with the Korea National Railway (KNR).  September 18, 2025

A delegation of the Railway Authority of Mongolia, led by Director-General B. Artur, is on an official visit to the Republic of Korea from September 15–19, 2025, to participate in the “Global Infrastructure Cooperation Conference” organized by the Ministry of Land, Infrastructure, and Transport of the Republic of Korea.

During this visit, on September 18, 2025, the delegation visited the Korea National Railway (KNR) headquarters in Daejeon, where Director-General B. Artur met with KNR Chairman & CEO Mr. Lee Seong Hai. The two sides signed a Memorandum of Understanding on Cooperation to strengthen bilateral collaboration in the railway sector between Mongolia and the Republic of Korea.

At the beginning of the meeting, Director-General B. Artur introduced that, following the adoption of the newly revised Law on Railway Transport of Mongolia, which came into force on January 1, 2025, the Railway Authority, a government implementing agency responsible for oversight and regulation of railway transport, was established under the Government Resolution No. 73 of 2025. He expressed his pleasure in establishing relations and cooperation with the Korea National Railway, an organization with similar functions under the Ministry of Land, Infrastructure, and Transport of the Republic of Korea.

He further noted that within the framework of cooperation between the Governments of Mongolia and the Republic of Korea, KNR and other Korean railway enterprises have actively participated in major Mongolian railway projects — such as the preparation of preliminary feasibility studies for the Sainshand–Baruun-Urt–Khööt and Tavantolgoi–Dalanzadgad lines, the installation of signaling and communication systems for the Tavantolgoi–Zuunbayan 416 km railway, and the establishment of a National Train Traffic Control Center — by providing financial and technological support, thereby contributing significantly to the development of Mongolia’s railway sector. He emphasized Mongolia’s readiness to continue building on this friendly partnership and to explore new opportunities for mutually beneficial cooperation.

Mr. Lee Seong Hai, KNR Chairman & CEO, congratulated Mongolia on establishing a dedicated state administrative body responsible for railway transport and expressed KNR’s keen interest in participating in the implementation of new railway construction projects outlined in Mongolia’s national development policy, leveraging KNR’s expertise in railway construction and management.

At the conclusion of the meeting, the parties signed the “Memorandum of Understanding between the Railway Authority of Mongolia and the Korea National Railway”, agreeing to cooperate in conducting a technical and economic feasibility study for the Ulaanbaatar–Kharkhorin high-speed railway, establishing a railway equipment testing and certification center, introducing advanced international technology and innovation into railway transport operations, and implementing training and capacity-building programs for railway professionals and staff development.

In addition, during their stay in Daejeon, the Mongolian delegation visited the construction site of the Osong–Pyeongtaek 46 km high-speed railway project being implemented by KNR. The project involves expanding the junction sections of the Seoul–Busan and Seoul–Mokpo high-speed lines and converting the main track into a double line. Once completed, it is expected to double the transport capacity of these major railway routes.
