Operational objectives:

• To improve the laws, rules, regulations, standards and norms of the railway sector, to organize the activities of the sub-council of science and technology of the sector, to plan a risk-based inspection policy in the sector, to implement state inspections, to ensure the implementation of laws, generally accepted norms, technical documents, technical regulations and standards,

• To develop laws, policies, projects and programs related to railway freight transportation, to organize and regulate their implementation, to study ways to improve the quality of services, to develop proposals and conclusions, to provide professional and methodological advice and support,

• To develop policies on tariffs in the railway transport sector and to ensure their implementation, to provide opinions and conclusions on economic calculations of projects and programs, to determine the demand for freight and passenger transportation by rail, to analyze planning and tariff setting, to review contracts concluded between carriers if necessary, and to provide opinions and conclusions,

• To expand and develop cooperation in the railway transport sector with international organizations, neighboring and third countries, to organize activities to increase international transportation, to provide professional and methodological guidance, to develop and plan human resource policies of the sector, and to organize training,

• To conduct research and studies in the railway transport sector, to coordinate the planning and effectiveness of research activities, to introduce innovation, to improve standards, norms, and regulations, to develop an integrated information platform, to compile and build a database of statistical information in the railway transport sector, to make assessments, and to determine future measures to be implemented,

• To develop laws, projects, and programs related to railway rolling stock, to organize and regulate their implementation, to provide professional and methodological advice and support, and to introduce scientific research, science, technology, and innovation in the railway sector,

• To ensure the implementation of policies aimed at developing railway infrastructure, facilities, tracks, buildings, and equipment, to implement issues related to the construction and operation of railway ports, to verify design, to implement projects, programs, and measures, to ensure their implementation and improve efficiency, and to regulate land relations,

• Within the framework of ensuring the implementation of common railway transport rules, standards, norms, and regulations, to organize, regulate, register, and ensure the fulfillment of the issuance, extension, suspension, and revocation of certificates for certain objects and activities related to the safety of railway transport operations.
