The Agency will operate in the following priority areas of activity:

• To develop, approve, and promote railway transport laws, rules, and regulations in accordance with the power granted by law; to monitor compliance with these requirements, and to ensure their effective implementation,

• To approve a unified train traffic schedule and technological regime; determine and monitor the types and volumes of freight transferred between railway infrastructure; and manage train traffic between infrastructure,

• To expand and strengthen cooperation with international organizations and neighboring countries in the railway sector, conclude agreements and treaties, and support transit transportation,

• To develop legislations, policies and programs aimed at increasing rail freight and passenger transport, improving service quality, and ensure sustainable and accessible services,

• To monitor and issue expert opinions on railway transport tariffs, and review, if necessary, agreements between infrastructure service providers and carriers to ensure proper implementation,

• To develop policies and programs for introducing rolling stock based on advanced technologies and innovations, monitor and register the use of rolling stock,

• To expand external relations and cooperation in the railway sector, implement financial management, enhance the agency’s human resource capacity, and plan and implement human resources policies in the sector,

• To maintain basic records of railway infrastructure and branch lines, compile and analyze transport statistics and develop a unified information database,

• To develop and implement plans and projects for the introduction of scientific research, research, technology and innovation in the railway transport sector, develop and improve statistics, standards and norms, ensure sector coordination, analyze and report,

• To supervise the construction and expansion of railway infrastructure, branch lines and associated buildings, organize and oversee the performance of technical review of the railway design project,

• To organize activities related to ensuring railway transport safety and manage the certification process,
