State Administrative Unit and Its Main Functions and Responsibilities
This unit, within the framework of the first strategic objective of operations, is responsible for ensuring leadership in public administration and human resource management, ensuring the implementation of decisions made by the State Great Khural (parliament), the Government, and the Minister of Road and Transport, organizing and reporting the implementation of the agency’s operational plan, ensuring the proper working conditions for the agency’s employees, the normal operation and security of the internal network, the proper functioning of computers and technical equipment, providing health services and social security, organizing refresher and professional training, monitoring and implementing the process of receiving and resolving petitions, complaints, and requests from citizens and organizations, being responsible for and supervising the storage and protection of state and official secrets, organizing the implementation of laws on regulating public and private interests in public service, preventing conflicts of interest, crimes, and violations, improving the legal environment of the railway sector, providing legal advice and assistance, reviewing the legal basis of documents, organizing implementation, integrating and managing risks across the agency’s internal units, and fulfilling its core functions.
Within its functions, this unit will work in cooperation with the Contract and Legal Unit and the Foreign Relations Unit.
The main service users of this unit are the head of the agency, other organizational units within the agency, officials, and organizations under the portfolio of the government member responsible for railway issues, while indirect users are business entities, citizens, and other users.

Transport Management Unit and Its Main Functions and Responsibilities
This unit, within the framework of the 2nd, 3rd, and 4th operational strategic objectives, is responsible for developing sectoral laws, projects, programs, and plans related to railway freight and passenger transport operations, organizing and coordinating the implementation of international treaties and agreements related to railway transport, conducting tariff analysis in the railway transport sector, improving tariff-setting methodologies, performing tariff and economic calculations and studies, expanding international cooperation in the field of railway transport, concluding international treaties and agreements, and ensuring their implementation.

This unit, within the framework of the 1st and 8th strategic operational objectives, is responsible for conducting risk assessments of inspection objects, planning and implementing sectoral inspection activities based on risk classification, monitoring results, organizing and coordinating activities to ensure occupational safety in the sector, leading accident prevention activities, monitoring implementation, developing and implementing a comprehensive plan to ensure railway transport safety, reviewing, compiling, and issuing documents related to the issuance, extension, suspension, and revocation of certificates for objects and operations related to railway transport safety, and developing legal and technical solutions related to certification and the safety of railway transport operations.
