Participated in the 52nd Session of the Ministers of the Organization for Cooperation between Railways (OSJD) Member States

A delegation led by B. Artur, Director-General of the Railway Authority, an implementing agency of the Government of Mongolia, attended the 52nd Meeting of Ministers of the Organization for Cooperation of Railways (OSJD) held in Qingdao, China, from June 10–13, 2025.

At this year’s regular meeting, authorized representatives of ministers responsible for transport from 21 member countries of the organization, including Azerbaijan, Belarus, Vietnam, China, Korea, Laos, Mongolia, Poland, Russia, and Uzbekistan, as well as over 110 invited foreign and domestic guests, including leadership from the Trans-Eurasian Transport International Coordinating Council, participated.

Miroslav Antonovich, Chairman of the OSJD Committee, emphasized at the opening of the meeting that participants of the 52nd Ministerial Meeting held in Qingdao are expected to conduct productive discussions, propose initiatives to resolve pressing issues, achieve creative outcomes, and expressed his gratitude to the Chinese side for providing a high level of preparation and a warm welcome to the participants.

During the three-day Ministerial Meeting, representatives of OSJD member countries:

     Listened to the 2024 work report of OSJD, including reports from the Audit Committee, Transport Policy and Development Strategy Committee, Transport Law Committee, and the Temporary Working Group on Professional Education/Training in Railway Transport, and proposed improvements to their activities, which were included in the draft protocol to be implemented next year.

     Discussed and approved the OSJD work plan for 2026 and beyond, initiatives to expand cooperation among member countries, the final budget of the Committee for 2025, and the preliminary budget for 2026.

     Discussed and agreed on issues regarding the rotation of the OSJD Committee’s host country, appointment of the Committee Chairman, deputy committee chairs, work responsibilities of specialists, and the assignment of Committee leadership.

     Determined the sequence of host countries for future Ministerial Meetings, and discussed and decided on the agenda, location, and dates for the 53rd Ministerial Meeting.

B. Artur, Director-General of the Railway Authority, signed and confirmed the meeting protocol on behalf of the Ministry of Road and Transport of Mongolia. In addition, he held working meetings with representatives from other countries during the meeting, exchanging views on bilateral railway cooperation.

During the meeting, an exhibition of products and technologies from leading Chinese railway transport enterprises and institutions, including CRRC, CREC, CCCC, CRCC, CRSC, and Lanzhou Jiaotong University, was held. All participants had the opportunity to examine the operations of CRH and CR-series high-speed passenger rolling stock manufacturers, including “CRRC Qingdao Sifang Co., Ltd.,” and to study on-site the maglev train technology being developed, capable of speeds up to 600 km/h.
